This is a critical part of daily business for any company. We shouldn't have to go out and build SSRS reports for every report that we need. It would be nice to have the dataset to evaluate our business from this level.

My first recommendation, if you haven't already, would be to check out what's in the Human Resources dataset. Quite a bit of that data comes from payroll tables. (I know it may not have 100% of what you're needing, just throwing it out there to explore.)
If you don't mind, could you please help me understand a bit more of specifically what you'd like to see in a Payroll dataset? Certain metrics / reports you're looking to run?
